EDITOR'S NOTE

Dear Readers,

The Minimum Wages Order 2012 will come into operation on 1 January 2013 in respect of an employer who employs more than 5 employees and regardless of the number of employee employed, an employer who carries out a professional activity classified under the Malaysia Standard Classification of Occupations (MASCO) as published officially by the Ministry of Human Resources. The said Order will come into operation on 1 July 2013 for an employer who employs 5 employees or less other than an employer carrying out a professional activity classified under MASCO.

Applications for a deferral of implementation of the Order to another date may be made to the National Wages Consultative Council not less than 90 days prior to commencement of the applicable operative dates. Applications may be addressed to:

DO EMPLOYEES QUIT THEIR JOBS BECAUSE OF POOR SUPERVISION?

Introduction

When we meet someone for the first time, inevitably the question we ask is, "Who do you work for?" The new acquaintance then tells us the name of the company that he works for. When we meet someone who has just resigned his employment we may ask, "Why did you leave?" Many times the answer will be, "I just couldn't work with the manager. He was causing me too much stress. I was slowly dying trying to work with that guy". People are recruited into organisations but they leave if they have a poor perception of the abilities of the management team and particularly the manager to whom they report. For this reason the most important function of human resource practitioners is not recruitment, it is not payroll, it is not implementing a workable performance management scheme although, naturally, all of these responsibilities are essential. The key function of a human resource manager is the training of every manager and supervisor in the organisation.
